The City Engineer shall report annually to Council on the fourth Monday in March. This report shall give a detailed statement of all City improvements for the current year ending on the third Monday of March, done under his direction or supervision. Such report shall show the cost of such improvements and the amount paid by the City, and the amount assessed upon the abutting property, together with a detailed statement of all the business of his office and expenses of his department, and such other matters in the way of suggestions or recommendations as to future improvements as he may deem proper.
