(a) The Fire Department is hereby authorized to extend its services and use of its fire apparatus to subdivisions of the State within a radius of twenty-five miles of the City.

(b) Such services of the Fire Department and use of the fire apparatus shall be extended only when, in the discretion of the Chief of the Fire Department such services of the Fire Department and use of fire apparatus are warranted and will not endanger the City by leaving the City without adequate protection.
