(a) A Firemen's Training Academy is hereby established within the Fire Department for the training of Fire Department officers and personnel. The Academy shall be under the supervision of the Chief of the Fire Department or his designated assistants and shall be created for the purpose of training members of the Fire Department and shall provide such course of training as may be from time to time found necessary.
(b) Any funds appropriated for the operation of the Firemen's Training Academy shall be expended upon voucher duly approved by the Director of Public Safety.
