(a) There is hereby established a Law Enforcement Trust Fund. Proceeds from the seizure and/or sale of forfeited contraband obtained by the Police Department shall be paid into the foregoing fund. Expenditures from the fund shall be authorized solely by the Director of Public Safety and/or Chief of Police and shall be utilized only for those purposes set forth in Ohio R.C. 2933.43(D) or as it may hereafter be amended.
(b) There is hereby established a Drug Fine and Bail Forfeiture Trust Fund. Mandatory fines and bail forfeitures paid by the Clerk of Courts as a result of a conviction or failure to appear for a drug offense pursuant to Chapter 2925 of the Ohio Revised Code shall be deposited into the foregoing fund. Expenditures from the fund shall be authorized by the Director of Public Safety and/or Chief of Police and shall be utilized to fund the Canton Police Department's efforts to arrest and prosecute drug offenders.
(c) There is hereby established an Alcohol/Intervention/Education Trust Fund. Fines paid over to the Canton Police Department by the Clerk of Courts pursuant to Ohio R.C. 4511.99 resulting from a conviction for drunk driving shall be deposited into the foregoing fund. Expenditures from the fund shall be authorized by the Director of Public Safety and/or Chief of Police and shall be utilized only to fund the Canton Police Department's efforts to enforce drunk driving laws.

(d) There is hereby established a Federal Forfeiture Fund. The fund shall be reserved for the deposit of federal equitable sharing funds received from the U.S. Department of Justice and U.S. Department of the Treasury. The Federal Forfeiture Fund shall not be commingled with any other state or local forfeiture fund described in subsections (a), (b) and (c) above. Interest income generated by this fund shall be deposited into the Federal Forfeiture Fund. Expenditures from the fund shall be authorized by the Director of Public Safety and Chief of Police and shall be utilized only for law enforcement purposes as set forth by the U.S. Department of Justice in A Guide to Equitable Sharing of Federally Forfeited Property for State and Local Law Enforcement Agencies and the Federal Equitable Sharing Agreement between the City and the United States.

(e) There is hereby established a 2790 NOVCC Law Enforcement Trust Fund. The fund shall be reserved, utilized and expended by the Director of Public Safety and Chief of Police for necessary Northern Ohio Violent Fugitive Task Force activities pursuant to and presented by state law and U.S. Department of Justice guidelines.

(f) By January 31 of each year, the Police Chief shall report to Council the deposits made into each of the above funds and the purposes for which the funds were expended for the preceding year.
