131.06 SPECIAL POLICEMEN.
   In addition to and supplementing the private police force of the City, the Mayor is hereby authorized, whenever necessary or as he may deem it advisable to better preserve the public peace, safety or order of the City, to appoint special policemen in such number as he may determine, who shall be duly commissioned by the Director of Public Safety, as required by law. Such special policemen shall have the powers and be subject to the same regulations as regular policemen of the City and shall perform such police duties at such places as the Mayor or Director of Public Safety may designate and determine. Special policemen shall receive such compensation as may be provided and shall serve only during the duration of an emergency.
