(a) There is hereby established a police academy in the Police Department for the training of police officers and personnel of the Department. The academy shall be under the supervision of the Chief of the Police Department or his designated assistants. The academy shall be created for the purpose of training members of the Police Department for their duties as officers and shall provide such courses of training as may be from time to time found necessary.
(b) Any funds appropriated for the operation of such academy shall be expended upon voucher duly approved by the Director of Public Safety.
