121.01 CONTINUATION OF OFFICE.
   The Mayor, upon the expiration of his term of office, shall deposit with his successor his official records and those of his predecessors which may be in his custody, together with all files and papers, laws and statutes pertaining to his office. Such records shall be kept by the successor as records and property in the office of the Mayor. The new Mayor is hereby authorized to proceed with any proceedings, actions or business commenced by his predecessor which were not fully determined at the time when his term of office expired, and to complete and determine the same.
