975.05 CONTAINERS.
   (a)    Single-Family Residential. The owners of all residential structures having three or less residential units shall provide approved containers which shall at all times be properly secured to prevent any animal from gaining access to such container and which shall be sufficient to hold all of the solid waste generated between collection unless the City provides an approved container. The City may at its option provide approved containers and/or cubic yard containers for single-family residential units.
      (1)    If the City provides containers, the Director of Public Service shall determine at what intervals containers are to be provided and replaced.
      (2)    The Director of Public Service may charge a fee for a lost or damaged container if a container is lost or damaged before the end of its general useful life. Said fee shall be determined by the Director of Public Service and shall take into consideration the cost of the container and any and all administrative costs.
      (3)    If a container is provided by the City, it should be utilized and filled prior to utilizing an owner provided container unless an exception is granted by the Director of Public Service or his/her designee.
   (b)    Multi-Family Residential Structures.
      (1)    The owners of all multi-family residential structures shall provide cubic yard containers or garbage cans except as provided in subsection (b)(2), which shall at all times be properly blocked and/or secured in such a manner that they are inaccessible to children and/or animals.
      (2)    The City may at its option provide approved containers and/or cubic yard containers for multi-family residential structures. All containers shall be properly blocked and/or secured in such manner that they are inaccessible to children and/or animals.
      (3)    The Director of Public Service or his/her designee has the authority to adjust the number of approved containers and/or cubic yard containers needed based on the approximate rules of thumb for garbage/trash removal and/or the number of units or amount of trash generated.
   (c)    General Commercial.
      (1)    The City may at its option provide approved containers and/or cubic yard containers for general commercial structures, the owner of which have voluntarily requested City collection service.
      (2)    All containers used shall be approved by the Director of Public Service or his/her designee.
