(a) A Public Event Request application, available through the office of the Director of Public Safety, must be completed and timely submitted to request and reserve dates for the use of City owned property or any other City controlled public property for special events. The applicant must be at least 21 years of age. All requests will be determined on a first come, first served basis. If the special event request is denied, the date will not be held. The Director of Public Safety reserves the right to deny an event request based upon the best interests of the health, safety and welfare of the citizens of the City.
(b) Special event requests utilizing City owned property or events that require more than two (2) blocks of road closures must be received at least thirty (30) days in advance of the event. Block parties or events that require less than two (2) blocks of road closures must be received at least seven (7) days in advance of the event. It will be the responsibility of the applicant scheduling a special event that requires street closures to notify businesses that may be adversely affected by the street closings.
(c) Upon approval of a special event request, all fees must be paid to the office of the Director of Public Safety prior to the day of the event.
(d) Completed applications for events utilizing City owned property, or for block parties necessitating sufficient road closures and services that in the discretion of the Safety Director constitute a major event, shall include proof of liability insurance in the amount of one million dollars ($1,000,000) and name the City as an additional insured.
(e) If an event is cancelled, the Director of Public Safety must be notified at least forty- eight (48) hours prior to the scheduled date of the event to receive a full refund of all fees paid. If an event is cancelled due to weather related reasons or less than forty-eight (48) hours prior to the scheduled date, only fifty percent (50%) of all fees paid will be refunded. No rain dates will be permitted.
