The purpose of this chapter is to establish regulations and fees for those individuals groups and/or organizations who wish to utilize City owned property to hold special events that restrict or impede public access and/or require City services. City owned property available for special events covered by this chapter include the Kresge Lot, Courthouse Plaza, Central Plaza North, Central Plaza South and any other public property under the control and authority of the Director of Public Safety.
