(a) The Water Commission is expressly intended as an advisory body. Its authority is to make reports and recommendations to the Director of Public Service and/or City Council. It has no jurisdiction over rates or system operation/management. Its authority is further subject to the statutory provisions including specifically, but not limited to, Ohio R.C. Chapters 715 and 743, as well as the then existing rules, laws and regulations of the US and Ohio EPA, the Building Code, the Health Code and Water Department and Water Reclamation Facility rules and regulations.
(b) The authority of the Water Commission includes the investigation, and/or promotion of growth opportunities and the efficient marketing of same to ensure the safety and security of the City's water supply.
