The Water Commission is hereby authorized and directed to make such rules and regulations necessary for its organization and function. Unless in conflict with its rules established hereunder, or in conflict with some other law or regulation, Roberts Rules of Order shall apply. The conduct of the Water Commission and the records it generates or receives shall be subject to the law and regulations relating to open meetings and public records.
