(a) A Water Commission is established, whose purpose shall be to advise and make recommendations to the Director of Public Service and other officers and agents under the Director's supervision and control with regard to the marketing and strategic use of the city's water system, with the ultimate goal and purpose to ensure the safety and security of the city's water supply.
(b) The Commission shall periodically report to the Director of Public Service and/or Canton City Council, the results of its studies and findings and make such recommendation as it deems proper for the marketing and strategic use of the City's water supply.
