Domestic sewage sludge generated by a wastewater facility owned or operated by a governmental entity, which is brought to the Water Reclamation Facility for treatment and disposal, shall be charged according to the rates for domestic sewage sludge as set forth in Section 947.06 as such rates may be adjusted from year to year.
