Any building or premises to which a sewer connection is made after the rates in this chapter become effective shall be liable for per diem pro rata amount based upon the minimum rate from the time such sewer connection is established until the next following billing period, unless the measured service exceeds the minimum charge, in which case the measured rates shall be charged.
