(a) Industrial, commercial and other nonresidential buildings and premises in which are now installed or in which there may hereafter be installed garbage-grinding units, shall pay an additional annual sewer service charge for the use of the municipal sanitary sewerage system as follows:
The Director of Public Service shall first ascertain from the records of the Department or if no such records are available, then by estimating, the average weekly quantity of garbage to be disposed of. The additional annual sewer service charge herein provided shall be as set forth in the rate schedule in Section 947.06 as adjusted from year to year.
(b) It shall be the duty of the owner to notify the City Utility Billing Department of any installation of a garbage-grinder unit.
