The basic sewer rate for users of the sanitary sewer system of the City, as hereinafter set forth, shall be comprised of the following two components:
(a) A user charge as defined in Section 947.01(f) and computed in accordance with the rules and regulations of the Director of Public Service and any applicable rules or regulations of the U.S. EPA and/or Ohio EPA or other applicable regulatory or funding agencies; and
(b) A debt retirement charge levied for the purpose of retiring on the sewage treatment system.
