109.04 TIME AND PLACE OF REGULAR MEETINGS: REQUEST OF NOTICE.
   (a)    Every public body of the City of Canton shall, by rule, establish a reasonable method whereby any person may determine the time and place of all regularly scheduled meetings and the time, place, and purpose of all special meetings. A public body shall not hold a special meeting unless it gives at least twenty-four hours' advance notice to the news media that have requested notification, except in the event of an emergency requiring immediate official action. In the event of an emergency, the member or members calling the meeting shall notify the news media that have requested notification immediately of the time, place and purpose of the meeting.
   (b)    In the absence of any specific rule promulgated by any public body to the contrary, the following procedures for notification shall apply to all public bodies:
      (1)    The news media that desire notification of any meeting of a public body of the City of Canton shall, in January of each year, notify the elected official, appointing authority or other official in charge of the public body of its intent to be placed on a mailing list for the purpose of receiving such notice.
      (2)    Any person that desires to be notified of any meeting of a public body of the City of Canton shall notify the public body by mail and shall deposit with the public body self-addressed stamped envelopes.
      (3)    The public body shall prepare a mailing list and shall notify the media and/or person of all meetings, and to the extent possible, the agenda of such meetings during the remainder of the year.
   (c)    Notice regarding public meetings shall state that the public body shall provide reasonable accommodation to individuals with disabilities in accordance with the procedures set out in Section 109.08 herein. The notice shall provide the name and telephone number of a person employed by the public body who may be contacted to provide an accommodation.
