For the purpose of draining the City of water and house sewerage, suitable and proper sewers shall be constructed from time to time whenever deemed expedient by Council and in accordance with the general plan adopted by the City Engineer and approved by Council.
For the purpose of taxation to build, construct and maintain the sewer system or any part or portion of it, the City is hereby divided into four sewer districts, named and numbered respectively as follows: the east sewer district, numbered one; the central sewer district, numbered three; the west sewer district, numbered two; and the southwest sewer district, numbered four.
