The City of Canton's participation in sidewalk replacement projects shall include the removal of all eligible sidewalk, curb or combined curb and gutter within the designated sidewalk replacement projects. The City shall reimburse fifty percent (50%) of the cost of removal and the replacement of the sidewalk, curb or combined curb and gutters as provided in Section 919.02 or the City will pay the contractor directly and assess the property owner's fifty percent (50%) share of the cost at zero percent (0%) interest, to be paid semi-annually, to the property tax bill for a period of five (5) years. The participating property owners shall be responsible for all of the remaining costs associated with the construction of the replacement sidewalk, curb or combined curb and gutter, to include, but not be limited to, additional excavation, engineering, grading, drainage and construction, which shall be performed to the City's specifications and in accordance with governing ordinances. The property owners shall also be responsible for negotiating with any utility companies for the relocation of any utilities affected by the project.
