All streets of the City running east and west shall be numbered east from Market Avenue eastwardly and west from Market Avenue westwardly, with odd numbers on the north side and even numbers on the south side of such streets. All streets running north and south shall be numbered south from Tuscarawas Street southwardly and north from Tuscarawas Street northwardly, with the odd numbers on the west and even numbers on the east side of such streets.
