A driveway approach or incline leading into a street, which is not being used as a driveway approach or incline either through change of circumstances, relocation of buildings or for any other reason, is hereby declared to be a nuisance and shall be removed. A sidewalk and curb shall be constructed there by the owner of the property abutting such sidewalk within thirty days of receipt of notice from the City Engineer that such nuisance exists. Failure to comply with such notice is a violation of this section and failure to comply in each five-day period thereafter shall be considered a separate offense. (1964 Code §519.67)
