907.04 PERMIT REQUIRED FOR EACH JOB.
   (a)    Before any person, who is entitled to engage in the laying, relaying or repairing of sidewalks undertakes to do any sidewalk work, he shall have made application for and procured from the City Engineer a permit for a fee of five dollars ($5.00). The application shall specify the house number, lot number, street name, location between intersecting streets, owner's name, length of walk or curb to be constructed, width of walk and location of walk with reference to curb line. One permit may include the laying, relaying or repairing of a sidewalk or curb in front of two or more adjoining lots provided the same are named in the permit; otherwise, a separate permit must be secured for each lot or part thereof.
   (b)   Before the expiration of ten days after the securing of such permit, the contractor shall begin work on such contract and prosecute the same without delay. After the subgrade is prepared and before laying the foundation material or placing the concrete or stone curb or walk, the contractor shall notify the office of the City Engineer at least six hours in advance of his intention to proceed with the work. A representative of the office of the City Engineer shall inspect the foundation and materials to be used. Such foundation or materials that do not fulfill the requirements of the specifications will be rejected, and must be removed from the site, and proper materials provided before the work will be allowed to proceed.
   (c)   All permits issued under this section shall be void after the expiration of thirty days from the date of such permit.
