903.01 REMOVING STONE, EARTH OR GRAVEL.

No person, without permission of the City Engineer, shall remove or carry away, or cause to be removed or carried away, any stone, earth, sand or gravel from any street, alley or public ground, for any purpose whatsoever, unless such person is employed for that purpose by the City.
