(a) The Director of Public Service/Safety shall make rules and regulations in his discretion which he deems necessary to maintain safe and efficient operations of horse-drawn carriages within the City.
(b) The Director of Public Service/Safety shall approve proposed rates, tour routes and hours of operation for each operator of all tours and trips, which shall be submitted to the City License Bureau upon licensing application and any renewal thereof. Rates shall be posted on each carriage and shall be available to any person requesting service from a horse-drawn carriage.
