The horse-drawn carriage shall meet the following requirements:
(a) Display during all dusk and evening hours adequate headlights, taillights, light and/or reflectorization visible to the side, and a passenger display light;
(b) Display a reflectorized slow-moving vehicle emblem in conformance with Ohio R.C. 4513.11;
(c) Seat not more than ten occupants, to include the operator;
(d) Maintain a rubber surface on the wheel traction surface in conformance with Ohio R.C. 4513.25;
(e) Not be wider than eight feet, to include fenders, running boards, and safety mirrors and devices.
