781.01 REGISTRATION REQUIREMENTS.
   (a)   Every owner, administrator, employee and volunteer of a nursing home, rest home or home for the aging, located within the City shall register with the Director of Public Safety or his designee on a registration form to be provided by the City within thirty days from the effective date of this section or within fourteen days from the beginning date of any new ownership or employment at any of these facilities.
 
   (b)   Where any nursing home, rest home or home for the aging provides services in a residence or in any other facility in which persons other than the owner, administrator, employees or volunteers have ready access to the patients, any person over the age of eighteen living in the residence or otherwise having ready access to the patients shall additionally be required to register pursuant to subsection (a) hereof.
 
   (c)   The Director of Public Safety or his designee shall request through the Canton Police Department, a complete criminal records check of each owner, administrator, employee, volunteer or other person who registers pursuant to subsections (a) and (b) hereof and shall report the information to the Ohio Director of Health concerning nursing homes, rest homes and homes for the aging and to the owner and operator of each nursing home, rest home and home for the aging. The Director of Public Safety or his designee shall also retain the registration forms and criminal records information as public records, subject to any laws concerning confidentiality of the criminal records information.
 
   (d)   "Volunteer" shall not include an individual below the age of eighteen or any student enrolled full or part-time in a duly accredited training program for the supervision or education of nursing or an immediate relative of any patient being cared for in any nursing home, rest home or home for the aging who participates in any program within a facility on a voluntary basis.
