(a) No person shall conduct, keep, manage, operate or cause to be conducted, kept, managed or operated either as owner, lessor, lessee, agent or attorney any house or facility within the corporate limits of the City without having first obtained a license from the Director of Public Safety to do so. All such licenses shall be issued annually and expire on June 30 of each year.
(b) The fees for such a license shall be as follows:
