(a) Where a license has been issued to any copartnership, corporation or association, to conduct a rooming house or lodging house, limited lodging, or residential social service facility, any person having charge, management or control of such house or facility, shall be liable to prosecution for any violation of any provision of this chapter.
(b) For the purpose of determining the liability of any person to prosecution for violation of any provision of this chapter, it shall be sufficient to show that such person was, at the time of the act of violation complained of, the person in actual charge, management or control of the house or facility in which such act is alleged to have been committed.
