727.10 REQUIREMENTS FOR THE OPERATION OF AN ENTERTAINMENT CLUB.
   (a)    Persons of the following ages shall not be permitted to enter or remain on the premises of a teen club:
      (1)    Under the age of sixteen years unless accompanied by a parent or legal guardian;
      (2)    Twenty-one years of age or older except for bona fide employees or entertainers hired by the permittee to work in the club, or a parent or guardian of a person under twenty-one years of age present in the club.
   (b)    No person under the age of twenty-one years shall be permitted to enter or remain on the premises of an over twenty-one club unless accompanied by a parent or legal guardian, except for entertainers hired by the permittee to work in the club.
   (c)    Teen clubs shall be operated only as follows:
      (1)    On Friday and Saturday nights, they shall close at 12:00 midnight;
      (2)    On weekdays they shall close at 10:30 p.m.
   (d)    Over twenty-one clubs may operate any night of the week and shall close at 2:30 a.m.
   (e)    It shall be the obligation of the permittee to employ an adequate number of qualified security personnel who will be present on club premises during all operating hours to maintain peace and order and to ensure compliance with all applicable laws of the State and of the City.
   (f)    It shall be the obligation of the permittee to insure that no alcoholic beverages or controlled substances are offered for sale or consumed on the entertainment club premises.
   (g)    It shall be the obligation of the permittee to remove from the club premises any person who is, or appears to be, under the influence of, or affected by the use of, alcohol or drugs, or whose conduct poses a physical danger to the safety of others present.
   (h)    It shall be the obligation of the permittee to provide proper and adequate illumination of all portions of the club premises which are available for public use. Such illumination shall not be less than 10 foot-candles at floor level at all times when the premises are open to the public or when any member of the public is permitted to enter and remain on the premises.
   (i)    It shall be the obligation of the permittee to prevent loitering, the creation of public nuisances or disturbances of the peace by any patrons of the entertainment club on club premises or in the immediate vicinity. "Loitering" shall not include walking between the club building and a patron's vehicle, nor shall it include the act of waiting in line to gain admission to the club.
   (j)    It shall be the obligation of the permittee to clean up all litter resulting from club operations. The cleanup shall occur within eight hours after the end of each day's operation.
   (k)    Multi-Use Facilities.
      (l)    No teen club shall be located on premises used at any time during the week or weekend as an adult cabaret or as a facility to serve alcoholic beverages. If otherwise permitted to be located in the same premises as an over twenty-one club, no teen club shall be operated within 12 hours of the operation of an over twenty-one club on the same premises, nor shall an over twenty-one club be operated within 12 hours of the operation of a teen club on the same premises.
      (2)    Subject to the provisions of subparagraph (1) above, a teen club may only be located on the same premises with another licensed business if:
         A.    All businesses on the premises comply with the provisions of this chapter relating to teen clubs; or
         B.    The teen club is physically segregated from the space used by the other businesses and has a separate entrance into the building which is exclusively for the use of its patrons; or
         C.    Only one business operates at a time on the premises, and the premises are closed altogether for not less than one hour between the close of one business operation and the opening of another.
