(a) The Director of Public Safety shall issue a license for carnivals at the cost of fifty dollars ($50.00) per day of the carnival being within the corporate limits.
(b) "Carnival" means a group of amusements such as rides, games of chance, traveling or temporary displays of collectors items, unusual items or unusual persons and traveling or temporary short order food operations usually operated under one sponsorship and exhibited in, on or about the same area, place or space.
