Any licensee or prospective licensee for an amusement or musical device or amusement arcade whose license has been revoked or who has been refused a license may appeal in writing to a board consisting of the employee who is charged with the inspection of said licenses, the Director of Public Safety and the Chief of Police, within ten days after the date of mailing of the notice of revocation or denial by the Director. The board shall consider the appeal in whatever manner it may determine and its decision shall be final.
