707.03 TRANSFERABILITY OF LICENSE.

No advertising sign or billboard license as required shall be sold or transferred by the licensee except with the consent of the Director of Public Safety, endorsed on the back of the license and recorded in the Director's record of licenses. Any license which is sold, transferred or signed without such consent and record shall be void.
