703.06 REGULATIONS.
   The person who owns or operates a licensed ambulance shall comply with the following regulations, in addition to those set forth in other sections of this chapter:
   (a)    The ambulance answering each emergency call shall have at least two licensed ambulance attendants, one of whom may also be the driver.
   (b)    Persons holding a City ambulance driver's license and not being licensed as "ambulance attendants" shall not be involved in the handling of patients or the administration of medical care or treatment to any patient.
   (c)    Each ambulance shall pass a safety inspection at least once every six months. A dated decal confirming mechanical safety shall be issued at the time of each safety inspection and shall be affixed to the windshield of each approved ambulance. The Director of Public Safety shall establish the time, place, inspectors and standards of such safety and medical equipment inspections.
   (d)    Inspection of medical equipment on each vehicle shall be at the time of license renewal.
   (e)    After transporting a person suffering a communicable disease or radiation exposure, each ambulance shall be decontaminated by a method prescribed and approved by the City Health Commissioner.
   (f)    Each ambulance shall be kept in a sanitary condition and shall be subject to inspections by Stark County Paramedic Training Program at any reasonable time.
   (g)    When responding to a call, all ambulance operators shall keep a completed copy of the standardized "run sheet" as required by the Stark County Medical Advisory Board.
   (h)    No person owning or operating an ambulance shall accept or hold an emergency call for ambulance service when such person does not then have available an ambulance for immediate dispatch. In the event an ambulance is not available for dispatch on such emergency call, it shall be the duty of such person, firm or corporation receiving the call to immediately notify the Fire Department, which shall make every reasonable effort to dispatch an available licensed ambulance on the emergency call.
   (i)    When the Fire Department receives a call and is unable to respond and is required to call a private ambulance service, an equally staffed and equipped paramedic ambulance shall be requested to respond to the emergency.
   (j)   No person shall transport more than one life-endangered patient at one time. If the patient's condition is not life threatening, up to, but not more than, three patients may be transported in one ambulance.

   (k)    In addition to the initial physical examination required of each driver or attendant in this chapter, the Director may direct any driver or attendant to take and pass such a physical examination at such other time or times as he believes reasonable and necessary to protect the patients. Failure to pass such a physical examination constitutes grounds for immediate revocation of the ambulance driver's or attendant's license.

   (1)    In the case of an injury which appears to be the result of any probable violent or criminal act, such injuries to include, but not be limited to, gunshot wounds, stab wounds, severe burns and other injuries reflecting the occurrence of assaults or child abuse, the ambulance driver or attendant observing or having knowledge of such injuries shall notify the Police Department immediately.
   (m)    An injured or sick person, who has not been declared dead by a licensed physician, shall be taken by the ambulance operator to a hospital or to a licensed physician for examination, unless otherwise directed by the County Coroner. In cases of deaths resulting from apparent abnormal causes, the ambulance service operator shall report such deaths immediately to the County Coroner and Police Department.
   (n)    Smoking shall be prohibited in any emergency vehicle at all times.
