The Fair Employment Practices Board shall have no authority to entertain any complaint if the facts upon which the complaint is founded have been made the subject of any proceedings before the Ohio Civil Rights Commission or of any civil action or criminal proceedings in any court of competent jurisdiction. In the event that after filing a complaint, any such proceeding is instituted by the complainant, any and all proceedings pending before the Board by reason of such complaint shall immediately abate and terminate.
