(a) Phosphorescent vests or yellow Sam Brown belts shall be required as safety clothing for employees and other workers of the City except for the security division, policemen, and firemen, and employees of the public utilities or other private places of employment.
(b) Such phosphorescent vests shall be used by City employees except the security division, policemen, and firemen, who are required to work in the street during the night hours and such belts shall be used during daylight hours when the belts give an adequate amount of protection. (c) Whoever violates this section is guilty of a minor misdemeanor.
