(a) No person shall wash or clean any window in any commercial, industrial or apartment building above the first floor of such building and in so doing have his body on the outside of such building unless such person uses a scaffold, ladder, safety belt or other safety device so designed and attached as to prevent his falling.
(b) No owner, manager or person in charge of any commercial, industrial or apartment building shall permit any person to wash or clean any window of such building above the first floor thereof and in so doing have his body on the outside of such building unless such person uses a scaffold, ladder, safety belt or other safety device so designed and attached as to prevent his falling. (c) Whoever violates this section is guilty of a minor misdemeanor.
