(a) No person shall repair, wreck, dismantle or store any motor-driven vehicle on a sidewalk, public street or other public place or store junk, wreckage parts of motor-driven vehicles or used building materials on a sidewalk, public street or other public place.
No person shall wreck, dismantle or store the wreckage parts of motor-driven vehicles, junk or any used building materials on any open parcel of ground not enclosed by a fence seven feet in height constructed of tight board construction or paling fence, pales not to be less than three-and-one-half inches in width, or more than three inches apart, or wire fence of not less than No. 8 wire and not less than one-and-one-half inch mesh. The fence shall be constructed not closer to the street than the building line, and shall withstand a thirty-pound per square foot wind pressure. Such fence shall meet the approval of the Chief Building Official or his designee, and a permit shall be required for its construction.
(b) Whoever violates this section is guilty of a minor misdemeanor on a first offense; on each subsequent offense such person is guilty of a misdemeanor of the fourth degree.
