521.04 SIDEWALK OBSTRUCTIONS; DAMAGE OR INJURY.
   (a)   No person shall place or knowingly drop upon any part of a sidewalk, playground or other public place any tacks, bottles, wire, glass, nails or other articles which may damage property of another or injure any person or animal traveling along or upon such sidewalk or playground.
   (b)   No person shall walk on, or allow any animal upon, or injure or deface in any way, any soft or newly laid sidewalk pavement.
   (c)   No person shall obstruct any sidewalk, or that portion of the street lying between the sidewalk and the curb or gutter line, by piling, depositing or placing, or causing or permitting to be deposited, piled or placed, any rubbish, merchandise, signs or other moveable articles or obstructions of any kind thereon. This section shall not be construed to prohibit such use for a period of time not exceeding one hour for each process, as may be necessary in receiving or discharging from the adjoining premises any of the aforesaid articles or substances.
   Nothing in this section shall be deemed to prohibit the erection of a sign on a lawn strip which is at least eighteen feet in width, between the curb and the nearest edge of the sidewalk, so long as the sign is a center-post type, no larger than four feet in width by eight feet in height and so long as the post is not less than eight feet distant from both the curb and the inside edge of the sidewalk, and not less than twenty-five feet distant from the curb of the nearest intersecting street.
   (d)   No person shall unload upon, or transport any heavy merchandise, goods, material or equipment over or across any sidewalk or curb without first placing some sufficient protection over the pavement to protect against damage or injury. The affected area shall be rendered safe and free from danger.
   (e)   No person shall allow any cellar or trap door, coal chute or elevator or lift opening in any sidewalk to remain open without providing suitable safeguards to protect and warn pedestrian traffic of the dangerous condition.
   (f)   No person shall paint, draw or print or cause to be painted, drawn or printed, any signs or pictures, or make or cause to be made any marks whatever with paint, chalk or other substances, upon the public curbs, sidewalks or streets except when lawfully authorized.
   (g)   No owner or occupant of any land, lot or part of lot, bounding and abutting upon any streets, alleys, or public way or grounds shall permit any gate situated upon such land, lot or part of lot, to swing upon or across such street, alley, public way or ground, except for such length of time as shall be necessary for ingress and egress. At all other times such gate shall be properly closed.
   (h)   No person shall erect, upon any sidewalk in the City, any booth, stall or shed for the purpose of using the same for the sale of refreshments or for the transaction of business of any kind or description whatsoever.
   (i)    Every person occupying property fronting or abutting upon any sidewalk, in which sidewalk there is located a smooth and slippery iron coal hole cover, iron cellar door or any other cover of metal or other substance inserted in or upon the sidewalk, shall cause the same to be covered or roughened in such a manner as to render the sidewalk safe for pedestrians.
   (j)   Whoever violates this section is guilty of a minor misdemeanor.
