GENERAL PROVISIONS
It shall be unlawful for any person to build, construct, erect, or maintain a house or building of any description in the city in a manner that rain water may flow from the roof, eaves, cornices, gutters, or other part thereof, down upon any sidewalk so as to cause holes, depressions, unevenness, gullies, or other defect or damage to the sidewalk.

It shall be unlawful for any person to carry water or any slops or liquid of any kind, from any store, residence, or other building by means of a drain pipe or otherwise, so that the same shall fall or flow upon any paved or macadamized part of any street or sidewalk of the city; provided, that sprinkling of a street to lay dust is not forbidden.

All owners of lots or yards facing or bordering on any of the public pavements of the city, wherein the natural drainage is through any gateway or under any fence, thereby injuring the pavement, shall immediately upon notice cause the same to be remedied by securing the pavement from injury. Any failure to so remedy within a reasonable time after the notice shall be deemed a violation of this section and a misdemeanor.

The owner or operator of every cart or other vehicle employed in removing or carrying dirt, sawdust, sand, coal, material liable to be blown by the wind, or any manure or filth or offensive matter of any kind or description, along or over any of the streets of the city, shall have and keep the same in a tight and secure condition that the matter shall not be scattered or suffered to fall on any of the streets.

It shall be unlawful for any person to break or destroy the curbing of any street of the city, or to otherwise deface the same, or to construct any entrance into property on any of the paved streets of the city, unless that person shall have first obtained a permit in writing from the City Manager to do so.
