(1) State Contractor's License Required To Engage In Business:
A. Any individual or firm desiring to engage in the business of a plumbing contractor must first obtain a current plumbing contractor's license from the state of Idaho.
B. Excepted from this licensing requirement shall be the seller of plumbing appliances at retail, who in the regular course of business must connect the appliance to the existing plumbing system, provided there is no extended plumbing that requires over five feet (5') of pipe in any direction.
C. The only other exception shall be a homeowner meeting the following criteria:
1. Show proof of ownership.
2. Occupies or intends to occupy the home for a period of one hundred eighty (180) days from the date of completion of work.
3. A permit to be issued only for residential. (Ord. 1776, 3-21-1988)
(2) City Registration:
A. Required: Before any person shall carry on or engage in the work or business of plumbing installations in the city, he/she shall first register at the department of building safety. Every applicant for registration shall present his/her state of Idaho plumbing contractor's license. The registration shall be valid for one year starting January 1 of each year regardless of the date the applicant registers. (Ord. 2673, 4-3-2007)
(1) Payment Of Fees: Applicants for permits issued pursuant to this article shall pay to the building official fees established by the building official by rule and regulations subject to the approval of the city council.
(2) Refunds: Before commencement of any activity regulated under the issuance of a valid permit, the building official may authorize the refunding of no more than eighty percent (80%) of permit fees paid, when requested in writing by letter or form, and all rights granted by the permits are terminated. Plan review fees and deposits, if any, shall not be refundable. (Ord. 2910, 5-21-2012)
(3) Permit Revocation: The building official may revoke any permit issued in error, any permit issued on the basis of incorrect information or upon learning of work which has been performed in violation of this code or any other law of the state of Idaho. Upon revocation the permit holder shall cease all work until such time that a new permit has been issued or written notification of reactivation of the nullified permit has been received. This article shall not be construed to relieve from or lessen the responsibility of any person owning, using, or installing any plumbing or plumbing fixtures, for damages to anyone injured or damages either in person or property by any defect therein; nor shall the city or any agent thereof be held as assuming such liability by reason of inspection authorized herein or certificates of inspection issued by the administrative authority. Any person violating any of the provisions of this article shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punished by a fine and/or imprisonment up to but not exceeding the maximum penalties set forth in Idaho Code section 50-302, as amended. Each separate day or any portion thereof during which any violation of this article occurs or continues shall be deemed to constitute a separate offense, and upon conviction thereof shall be punishable as herein provided. In addition to or in place of other penalties provided by this code, failure to obtain a permit when required shall cause that permit fee to be quadrupled. (Ord. 2669, 2-20-2007)

There is hereby adopted for the purpose of establishing minimum standards of design, materials, and workmanship for all electrical installations hereafter installed, altered or repaired and to establish methods of procedure, within the limits of this municipality that certain electrical code known as the national electrical code published by the National Fire Protection Association, being the current edition of said code as adopted by the state of Idaho, and the whole thereof, except as amended by making insertions hereinbelow, and of which not less than three (3) copies, including copies of said insertions, deletions, substitutions, additions, or amendments have been and now are filed in the office of the city clerk, and the same is hereby adopted and incorporated as fully as if set out at length herein.
