(1) All the rules, regulations and ordinances of a general and permanent character relating and applying to and regulating the erection, construction, enlargement, alteration, repair, moving, removal, conversion, demolition, occupancy, equipment, use, height, area of buildings or structures as said rules, regulations and ordinances are printed and contained in code book form designated and entitled:
A. "2018 International Building Code" with amendments (IBC) as published by the International Code Council, as adopted by the State of Idaho or the Idaho Building Code Board, together with any amendments or revisions made by the Idaho Building Code Board through the negotiated rulemaking process;
B. The "2018 International Residential Code" parts I through VI and IX, including appendix G, with amendments (IRC) as published by the International Code Council, as adopted by the State of Idaho or the Idaho Building Code Board, together with any amendments or revisions made by the Idaho Building Code Board through the negotiated rulemaking process;
C. The "2018 International Existing Building Code" (IEBC) with amendments as published by the International Code Council, as adopted by the State of Idaho or the Idaho Building Code Board, together with any amendments or revisions thereto made by the Idaho Building Code Board through the negotiated rulemaking process; and
D. The "2018 International Energy Conservation Code" with amendments (IECC) as published by the International Code Council, as adopted by the State of Idaho or the Idaho Building Code Board, together with any amendments or revisions made by the Idaho Building Code Board through the negotiated rulemaking process; be and the same hereby ratified and adopted as the Building Code and Energy Code of Caldwell City and as ratified and adopted shall be the rules and regulations and ordinances governing the erection, construction, enlargement, alteration, repair, moving, removal, conversion, demolition, occupancy, equipment, height, and area of buildings or structures within the City of Caldwell.
(2) To the extent that there may exist any inconsistency between the requirements or standards set forth in the Caldwell City Code and the requirements or standards set forth in any of the above-referenced codes, including such amendments or revisions as may be adopted by the State of Idaho or the Idaho Building Code Board through the negotiated rulemaking process, the more restrictive requirement or standard shall apply. There is hereby adopted for the purpose of providing a just, equitable and practicable method, to be cumulative with and in addition to, any other remedy provided by the Building Code, Housing Code or otherwise available at law, where buildings or structures which from any cause endanger the life, limb, health, morals, property, safety or welfare of the general public or their occupants may be required to be repaired, vacated or demolished, that certain code known as the Uniform Code for the Abatement of Dangerous Buildings, copyrighted by the International Conference of Building Officials, 1997 edition.
