The city council has heretofore established, and shall hereafter establish, from time to time as it deems proper and necessary for the control of traffic, parking zones and loading zones on the streets of the city. The establishment of and all changes in such zones shall be only as duly ordered by the city council and entered in the official minutes of the council meetings. (Ord. 902, 11-15-1976, eff. 2-1-1977)
