If, for any reason, a meter is faulty or fails to register the correct amount of water used, the rate shall be fixed at an established rate of use based upon the average of the prior two (2) months' consumption. In the event that the meter has been faulty for the above stated estimated period of time, a competent meter shall be installed and consumption for the next thirty (30) days will be the basis for the charge.
