Except as specifically provided by this code or by state law, no license granted or issued by the city shall in any manner be assigned or transferred to any person other than the holder thereof, nor shall it authorize any person other than is mentioned or named therein to conduct such business, nor shall it authorize any other business than is therein mentioned or named to be done or transacted.
