There is hereby created and established in the City a commission to be known and designated as the "Burley Traffic Safety Commission", which Commission shall consist of eight (8) members to be appointed by the Mayor, with the consent and approval of the City Council. Appointed members of the said Commission shall hold office for a period of six (6) years each and said terms of office shall be staggered in such a manner so that the terms of not more than three (3) members shall expire in any one year. Initially, two (2) of such members shall hold office for a term of two (2) years, three (3) for four (4) years, and three (3) for six (6) years, the respective terms of office to be determined by lot at the first meeting of the Commission.
