The Mayor shall devote such time and attention to the affairs of the City as is necessary to perform the duties of the Mayor and shall not, during his term of office, operate, keep, maintain or be employed at or in any business, establishment, concern or enterprise that shall in any way conflict with his duties as Mayor of the City as hereinafter set forth. During a temporary absence or disability of the Mayor, the President of the Council, who shall have been elected by the members of the Council, shall act and serve as Mayor Pro Tem, and during such absence or disability of the Mayor, the Mayor Pro Tem shall possess all of the powers and perform all of the duties of the Mayor.
