   SECTION 10.06. EFFECT OF CHARTER ON EXISTING LAWS AND RIGHTS.
   (a)   The adoption of this revised Charter shall not affect any pre-existing rights of the City, nor any right or liability or pending suit or prosecution, either on behalf of or against the City or any officer thereof, nor any franchise granted by the City, nor pending proceedings for the authorization of public improvements or the levy of assessments therefor. Except as a contrary intent appears herein, all acts of the Council of the City, including ordinances and resolutions in effect at the date this revised Charter becomes effective, shall continue in effect until lawfully amended or repealed.
   (b)   No action or proceeding pending against the City or an officer thereof shall be abated or affected by the adoption of this revised Charter, but all such actions or proceedings shall be prosecuted or defended under the laws in effect at the time of the filing thereof.
   SECTION 10.07. AMENDMENTS TO CHARTER.
   This Charter may be amended as provided by the Constitution of Ohio.
   SECTION 10.08. FRANCHISES.
   All grants or renewal of franchises to construct or operate any public utilities on, under or above the streets and public places of the City, shall be in all respects governed by general laws of the State. However, subject to the rights of property holders under the Constitution of Ohio, the Council at all times may direct the distribution of space in, over, under or across all streets or public grounds occupied by public utility fixtures.
   SECTION 10.09. RETIREMENT SYSTEMS.
   The laws of the State of Ohio relative to the retirement of officers and employees of the City shall be applicable under this Charter and the retirement of officers and employees of the City shall be governed by the laws of the State of Ohio, except as otherwise provided by or under this Charter.
   SECTION 10.10. EFFECT OF PARTIAL INVALIDITY.
   A determination that any article, section, division, or part of any article, section or division of this Charter is invalid shall not invalidate or impair the force or effect of any other part thereof, except to the extent that such other part is wholly dependent for its operation upon the part declared invalid.
   SECTION 10.11. CONFLICT OF INTEREST.
   The laws of the State of Ohio pertaining to interests of municipal officials in contracts and the expenditures of money on behalf of the City shall apply to the officials of the City.
   SECTION 10.12. EFFECTIVE DATE OF REVISED CHARTER.
   For the purpose of nominating and electing officers and all purposes connected therewith and incident thereto, this Charter shall take effect from the time of its approval by the electors of the City. For all other purposes it shall take effect sixty days after its approval by the electors of the City.
