(a) Ordinances and resolutions may be proposed by initiative petition and adopted by election in the manner provided by the Constitution and the laws of the State of Ohio, except:
(1) Initiative petitions shall be filed with the City Clerk-Treasurer.
(2) Ordinances and resolutions initiated by petition shall be submitted to the electors for approval or rejection at the next general or primary election occurring subsequent to ninety days after certification of the text of the proposed ordinance or resolution to the Board of Elections, or at a special election to be held at a time determined by the Council in the ordinance or resolution.
(3) No measure initiated by the people and adopted by popular vote shall be repealed or amended in a manner that destroys its effectiveness by the Council within two years after it takes effect.
