   SECTION 6.04. DEPARTMENT OF FINANCE.
   (a)   The City Clerk-Treasurer shall be the head of the Department of Finance. He shall be appointed by the Mayor subject to the approval by not less than four-fifths of the members of the Council and Board of Public Affairs in joint session. He shall serve at the pleasure of the Mayor, Council and Board of Public Affairs and may be removed by the Mayor with the approval of not less than four-fifths of the members of the Council and Board of Public Affairs in joint session. The Mayor shall appoint an acting City Clerk-Treasurer in the event of the temporary absence or disability of the Clerk-Treasurer, or in the event of a vacancy in the office. Such acting Clerk-Treasurer shall serve only until the vacancy is filled or until the disability of the Clerk-Treasurer is removed, or he returns from his temporary absence.
   (b)   The Mayor shall fix the salary of the City Clerk-Treasurer and apportion such salary among the various funds of the City, but such salary and apportionment among the funds shall be subject to the separate approvals of the Council and Board of Public Affairs by a majority vote of the members of each of such bodies.
   (c)   The Clerk-Treasurer shall attend all meetings of the Council and keep a record of its proceedings, and of all rules, bylaws, resolutions and ordinances passed or adopted, which shall be subject to the inspection of all persons interested. The Clerk-Treasurer shall also attend all meetings of the Board of Public Affairs and keep a complete record of its proceedings. The Clerk-Treasurer with such assistance as shall be provided by the Board of Public Affairs shall also keep all the boooks, records, papers and accounts of the Board of Public Affairs of the City, and do all clerical work in connection with the operation and management of the Electric Light Plant, the Water Works, the Sewage Waste Water Plant, and any public utility or public works operated by the City.
   (d)   The Clerk-Treasurer shall be the fiscal officer of the City and shall perform all services and discharge all duties and be subject to all obligations required of City Auditors and City Treasurers by the general laws of the State, and he shall give a corporate surety bond for the performance of his duties as such Clerk-Treasurer in such sum as may be required by the Council.
   (e)   All fees of any kind or nature whatsoever collected by the Clerk-Treasurer, and all compensation other than salary received by the Clerk-Treasurer in any manner whatsoever growing out of or connected with his position as Clerk-Treasurer of the City shall be by him paid into the Treasury of the City on the first Monday of each month. At the first regular meeting of the Council in each and every month he shall submit a full statement of all money received by him by way of fees or compensation, from whom and for what purpose received and when paid into the Treasury.
   SECTION 6.05. DEPARTMENT OF PARKS AND RECREATION.
   The Department of Parks and Recreation shall be organized and managed, under the general supervision of the Mayor, as provided by the Council by ordinance or resolution.
   SECTION 6.06. DEPARTMENT OF STREETS AND SEWERS.
   The Department of Streets shall be headed by a Street Commissioner who shall be appointed by the Mayor subject to approval of the Council by a majority vote of its members. The Street Commissioner shall serve at the pleasure of the Mayor and Council and may be removed by the Mayor with the approval of the Council by a majority vote of its members. The Street Commissioner shall supervise the operation, improvement and repair of streets, alleys, highways, City lands, sidewalks, sanitary sewers, storm water sewers, cemeteries and such other facilities and functions as the Council may provide by ordinance or resolution, or the Mayor may direct. The salary of the Street Commissioner shall be fixed by the Mayor subject to approval by the Council by a majority vote of its members.
   SECTION 6.07. DEPARTMENT OF POLICE.
   The Chief of Police shall be the head of the Department of Police under the general supervision of the Mayor. The Mayor shall appoint the Chief of Police subject to the approval of the Council by a majority vote of its members. The Chief of Police shall serve at the pleasure of the Mayor and Council and may be removed by the Mayor with the approval of the Council by a majority vote of its members. The Department of Police shall consist of the Chief and such other officers and policemen as authorized and determined by the Council by ordinance or resolution. The Mayor shall fix the salary of the Chief of Police subject to the approval of the Council by a majority vote of its members. The members of the Police Department shall enforce the laws of the State and the ordinances and resolutions of the City, shall perform the duties of law enforcement officers under the laws of the State, and shall perform such other duties as provided by ordinance or resolution.
   SECTION 6.08. DEPARTMENT OF FIRE.
   (a)   The Fire Chief shall be the head of the Department of Fire under the general supervision of the Mayor. The Mayor shall appoint the Fire Chief subject to approval of the Council by a majority vote of its members. The Fire Chief shall serve at the pleasure of the Mayor and Council and may be removed by the Mayor with the approval of the Council by a majority vote of its members. The Mayor shall fix the salary of the Fire Chief with the approval of the Council by a majority vote of its members.
   (b)   The Mayor may provide for the employment of such firemen as he deems best, or for the services of volunteer firemen, and fix their compensation with the approval of Council.
   (c)   The Fire Chief may recommend and with the approval of the Mayor and Council purchase for use of the Department of Fire the fire apparatus, facilities, and equipment deemed necessary for the performance of the duties of the Department of Fire.
   (d)   The Mayor may recommend and with the approval of Council provide for furnishing of the services of the Department of Fire to other governmental entities adjacent and outside of the City on such terms and conditions as the Council shall provide.

   SECTION 6.09. DEPARTMENT OF ENGINEERING.
   The City Engineer shall be the head of the Department of Engineering and shall be appointed by the Mayor subject to the approval of the Council by a majority vote of its membership. He shall serve at the pleasure of the Mayor and Council and may be removed by the Mayor subject to approval of the Council by a majority vote of its membership. He shall be a licensed civil engineer and his compensation shall be fixed by the Mayor, subject to the approval of the Council by a majority vote of its membership. He shall perform such duties and functions as directed by the Mayor and as are provided by ordinance or resolution.
   SECTION 6.10. DEPARTMENT OF WASTE WATER TREATMENT.
   The Superintendent of Waste Water Treatment shall be the head of the Department of Waste Water Treatment. He shall be appointed by the Mayor subject to the approval of the Council by a majority vote of its membership. He shall serve at the pleasure of the Mayor and Council and may be removed by the Mayor subject to the approval of the Council by a majority vote of its membership. The Mayor shall fix the salary of the Superintendent of Waste Water Treatment with the approval of the Council by a majority vote of its membership. The superintendent of Waste Water Treatment shall supervise the operation and maintenance of the City's waste water treatment facilities and shall perform other duties as provided by ordinance or resolution and directed by the Mayor.
